DESCRIPTION

Napa Valley College is seeking an individual with demonstrated administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students. Institutional Technology’s (IT) mission is to ensure quality instruction and student success. IT is committed to delivering high quality technical leadership, resources, and services to students, faculty, and staff in support of the campus mission. IT offers, coordinates, and manages desktop computing; instructional technologies; enterprise systems; servers; wired and wireless data networks including Internet; infrastructure; and communication & collaboration systems such as electronic mail, voicemail, telephone service, video, and web.

The incumbent in this position will assist with the coordination and guidance of the overall delivery of institutional technology program and services in collaboration with the managed services team (Ellucian) and under the supervision of the Assistant Superintendent/Vice President of Administrative Services; ensuring appropriate security for campus network and information systems; supporting administrative and instructional technology needs of the institution; providing information and serving as a resource to others; achieving defined objectives by developing, implementing and maintaining services in compliance with established guidelines; and acting as direct supervisor of Institutional Technology staff employed by Napa Valley Community.

This job reports to Assistant Superintendent/Vice President, Administrative Services (ASVPAS)

This is a full-time, 12-months-per-year, classified administrative position. The salary has an appropriate placement on Range 17 of the current Administrative/Confidential salary schedule. Initial salary placement is $7,947 to $8,762/month, with future steps up to $11,183/month. Placement on the salary schedule is commensurate with experience. The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. Assignment includes 20 paid holidays, 22 vacation days, and 12 days sick leave annually.

DUTIES AND RESPONSIBILITIES

Essential Functions


  • Collaborates with a wide variety of institutional groups (e.g. District Technology Committee, etc.) for the purpose of setting and implementing priorities and plans for expansion of information systems and functions through the development of the District Technology plan.
  • In collaboration with IT management team, supports the development of a wide variety of documents and presentation materials (e.g. plans, proposals, bid specifications, proposals, policies, budgets, reports, correspondence and memoranda, procedures, forms, etc.) for the purpose of ensuring program management.
  • Coordinates ITs and District technology functions for the institution in collaboration with the IT management team (e.g. day-to-day operation; faculty instructional support; providing expert network and data communications, estimation of required resources, prioritizing and scheduling project work, supervising staff, out- sourcing jobs, coordinating upgrades, etc.) for the purpose of ensuring delivery of high quality products and services which address continuous operational efficiency and user satisfaction.
  • In collaboration with the IT management team, contributes to the design and implementation (e.g. IT infrastructure projects including capital projects, renovations, expansions, and new facilities, etc.) for the purpose of ensuring implementation and interfacing all necessary hardware and systems.
  • Monitors assigned programs and department activities for the purpose of ensuring that performance objectives are met within budget and in compliance with established operational practices.
  • In collaboration with the IT management team, oversees processes (e.g. procurement processes for repair, hardware, software, college publications, contacts with state agencies, staff selection and training, required district reports, diversity efforts and plans, etc.) for the purpose of achieving organizational objectives, implementing institutional IT plans, and complying with established requirements.
  • Participates as a member or facilitator in meetings, workshops and seminars that frequently involve a range of issues (e.g. technology deployment, equipment acquisition, goals attainment, problem resolution, personnel and staffing, development of annual and long-range plans, etc.) for the purpose of conveying and gathering information, solving problems, and ensuring functionality.
  • In collaboration with the IT management team, supports college wide infrastructure (e.g. network and information systems, instructional and administrative applications, environmental scanning, information back-up, disaster recoveries plan, user accounts, system audits, security protocols, work group/domain structure, etc.) for the purpose of analyzing issues, ensuring compliance with policies and procedures, ensuring efficient operation, and monitoring program components.
  • Recommends solutions to the IT management team on a wide variety of complex issues (e.g. infrastructure problems, technical support for users, cabling design and installation, etc.) for the purpose of addressing necessary troubleshooting for all technology needs of the district.
  • As assigned, represents Napa Valley College at local, regional and statewide meetings for the purpose of ensuring NVC IT leadership.
  • Researches technology solutions (e.g. student services, instructional, administrative, etc.) for the purpose of recommending purchases, vendors/suppliers and being knowledgeable on developments in the industry.
  • Completes research on a wide variety of topics related to district technology needs as identified by the IT management team (e.g. emerging technology, guidelines and regulations, financial resources, etc.) for the purpose of ensuring compliance with regulatory requirements and established guidelines, securing information for planning, and responding to requests.
  • Supports the ASVPAS and IT management team in the coordination of in-service training on all aspects of networks, servers, systems, applications and instructional technologies for the purpose of implementing IT training for currency in new technologies.
  • Supports the ASVPAS and IT management team in the development of the annual budget for the purpose of implementing program management and IT plans for the institution.
  • Supports the IT management team, ASVPAS, Superintendent/President, Board, and department administrators for the purpose of developing and implementing services and programs and achieving operational goals.
Other Functions
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities:

SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: administering personnel policies and practices; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff.

KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: current, legacy and developing technologies (hardware, software, and peripherals); timely analysis and decision making; federal and state grants management; educational system organizations; pertinent codes, policies, regulations and/or laws; statistical analysis; accounting/bookkeeping principles; and systems administration for server based functions.

ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of processes. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a wide variety of types of job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is significant. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; dealing with frequent and sustained interruptions; developing and maintaining positive working relationships; implementing change; maintaining confidentiality; meeting deadlines and schedules; effectively train, supervise and evaluate assigned staff according to established procedures; setting priorities; and demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students, faculty, and staff.

Responsibility:
Responsibilities include: working under limited supervision using standardized practices and/or methods; directing others within a department; monitoring budget expenditures. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to significantly impact the organization's services.

Working Environment:
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.

Experience:
Job-related experience within a specialized field is required.

Education:
Bachelor's degree from an accredited institution in job-related area.

Desirable Qualifications


  • Experience in drafting, negotiating, and managing service-level, agreement-driven services.
  • Experience with Ellucian Colleague Enterprise Resource Management system.
  • Experience with development and maintenance of an institution-wide technology plan.
  • Experience managing an information technology department in a college environment.
