Position Summary

Reporting into the Senior Director of Human Resources, the Associate Director of Human Resources oversees the employee related decisions in every aspect of the employee life cycle. The Associate Director of Human Resources is a collaborative leader who provides partnership and guidance on policies and procedures and interpretation of the union contract. The Associate Director of Human Resources fosters positive and productive working relationships with employees and leadership by providing effective advice on coaching, counseling, progressive discipline, and other employee relations matters to Program Leadership. The Associate Director of Human Resources supervises three HR Generalists, is an expert at investigations and makes sound judgement when recommending appropriate next steps.

Responsibilities

  • Supervise, coach, train, develop and foster teamwork with three Generalists in an authentic and inclusive manner to enhance the effectiveness of the Human Resources Department.
  • Leads implementation of various initiatives and processes ensuring appropriate delegation and development of direct reports.
  • Ensures that human resources policies, procedures, and practices, for both union and non-union employees, comply with applicable federal, state, local laws and regulations and that they are consistent with ECS’ mission and values.
  • Responsible for talent attraction, hiring, and people management for one program and support the Generalists with talent attraction, hiring, and people management organizationally.
  • Ensure ECS values of diversity, equity and inclusion are reflected in all HR content.
  • Serves as a resource to directors and managers to provide advice and counsel on employee matters and ensures appropriate documentation on next step actions.
  • Ensures that workplace investigations are documented appropriately, completed timely, in a fair and consistent manner and communicates results timely with all relevant parties. Seeks advice from Senior Director of Human Resources or legal counsel when necessary.
  • Identify legal requirements and government regulations affecting HR and ensure policies and reporting procedures of local, state, and federal laws are followed and in compliance.
  • Ensures employment files are accurate, complete and audit ready.
  • Takes initiative in revising job descriptions, interview questions, onboarding documents and other HR documents.
  • Advises the Senior Director of Human Resources on staff-related concerns that need to be escalated.
  • Separates employment relationship with employees in a dignified and respectful manner.
  • In partnership with the Senior Director of Human Resources, and collaboratively with ECS’s CFO and COO, develops Human Resources Department budget and ensures responsible and effective financial management of that budget.

Performs other relevant duties as assigned.

Requirements

  • Bachelors’ degree in a related field, or HR Certification preferred.
  • Six years of progressive human resources experience with at least two years in a supervisory role.
  • Experience working for a non-profit in a union environment preferred.
  • Excellent writing skills with the ability to prepare documentation for legal review.
  • Strong familiarity of employment laws.
  • Ability to influence and negotiate.
  • Strong work ethics and strong sense of urgency and confidentiality.
  • Sense of humor, high energy, and the desire and ability to inspire colleagues and employees.
  • Takes initiative and has excellent planning and organizational skills.
  • Proficient with Microsoft Office Suite and other related software, including SharePoint, One Drive, Paycom or other HRIS/ATS systems.
  • Excellent verbal and interpersonal communication skills.
  • Collaborative work style and demonstrates flexibility.

OTHER

· Must secure finger image screening and annual TB screening.

· Must be able to meet physical requirements of the position which may include long periods at a desk and/or computer workstation, and occasionally lift up to 20lbs.

· Occasional travel to various sites required.

Job Type: Full-time

Pay: $125,384.00 - $129,000.00 per year

  • Progressive HR: 6 years (Required)

License/Certification:
