Job Summary
The Human Resources Department in the Alabama Cooperative Extension System’s Business Office is seeking candidates for the position of Human Resources Generalist I/II/IIIThe individual in this position serves as a consultant to both faculty and staff as a member of a cross-functional team. The HR Generalist will work collaboratively with all levels of management to implement HR policies, practices and procedures and employ a broad range of human resources experience and competencies.

This position focuses on serving over 600 full-time and part-time employees and over 200 temporary employees located throughout the state, administering and supporting daily human resources functions including recruitment, payroll, and executing organizational-wide initiatives to strengthen the civil rights commitment and compliance in ACES. Serving as a member of a dynamic Human Resources team, this position supports the core values of Alabama’s Cooperative Extension System through service excellence, teamwork, inclusivity, accountability, and integrity.

Essential Functions
  • Responsible for managing and processing recruitment efforts for all non-faculty employees, including Administrative & Professional, University Staff, temporary, and student employees.
  • Responsible for biweekly payroll and timekeeping oversight and troubleshooting while guiding all staff about compliance with policies, practices, and regulations.
  • Cultivates strategies and learning opportunities for statewide civil rights initiatives by working closely with ACES leadership by serving in a lead capacity on annual civil rights county planning process, compliance reviews, and in communication regarding the process. Stays up to date on state and federal laws regarding civil rights laws.
  • Assists with formulating, interpreting, and implementing policies and operating practices associated with assigned areas of responsibility and programs.
  • Be fully cross trained in all aspects of HR functions and roles within the department and be able to perform them as needed.
  • Collaborates with campus partners and others to assist in recruiting activities to develop and implement recruitment strategies for all open positions including attendance at job fairs.
  • Designs and delivers professional development and collaborative learning activities to employees.
  • Processes electronic personnel action forms.
  • Assists in maintaining personnel database.

Education: Bachelor’s degree

Experience:
Experience working in human resources management and a working knowledge of HR functions (i.e. talent acquisition, employee investigations, classification and compensation; policy development, performance management, organizational development, payroll and benefits, etc.).

  • Proficient working knowledge of federal, state, and local employment and government compliance regulations.
  • Excellent written and verbal communication skills that demonstrate the ability to communicate effectively with people at all levels while demonstrating cross-cultural sensitivity.
  • Strong organizational and critical thinking skills, attention to detail, and demonstrated problem-solving skills.
  • Ability to objectively and professionally coach employees and management through complex, confidential and difficult employee issues.
  • High attention to detail, as well as strong organizational and time management skills, are critical.
  • Strong writing abilities in employee and management communications as well as policy development.
  • Ability to recognize problems and issues and then propose and implement effective solutions informed by judgment that is consistent with organizational policies, practices, and standards while maintaining compliance with federal and state regulations.
  • Excellent provision of customer service to internal and external stakeholders.
  • The ability to prioritize multiple tasks, work under pressure with shifting priorities and meet deadlines.
  • The ability to be self-directed and work with minimal oversight.
  • Must be able to collaborate in team environment, convey positive work ethic, maintain diplomatic and respectful interactions with individuals at all levels and from all backgrounds.
  • The ability to maintain confidentiality and use discretion when dealing with sensitive issues and information.
  • The ability to articulate, apply, and enforce applicable university, state, federal laws and regulations and internal policies and processes.
  • Must be able to utilize excellent judgment and demonstrate good decision-making ability.
  • Demonstrated success in developing and delivering effective training programs.
  • Proficiency with MS Office (Word, Outlook, Excel, Access, SharePoint or equivalent).

Desired Qualifications
  • HR Certification (CPLP, PHR/SHRM-CP, SPHR/SHRM-SCP or equivalent), and previous human resources experience in higher education preferred.
  • Experience with utilization of LinkedIn for recruitment purposes. Experience with HR systems (Banner and KRONOS). Experience leading change management efforts is a plus.
