Central Jersey College Prep Charter School (CJCP) is a tuition-free, public charter school located in Somerset and New Brunswick, New Jersey. Serving grades Kindergarten through 12th, CJCP has a diverse student population from urban and suburban neighborhoods. CJCP first opened in 2006 with 77 students, now serving over 1,400 students with about 250 faculty and staff. CJCP is a recipient of many awards and designations such as 2016 Blue Ribbon Award, NJDOE Top-Performing Tier-I Status, US News Best High Schools, and College Board Female Diversity Awards. CJCP has produced a 100% graduation rate and a 100% acceptance rate into four-year colleges and universities since 2011.
The mission of CJCP is to provide academic and social challenges and opportunities for students to attain the skills necessary for success in post-secondary education. CJCP serves its mission by offering rigorous educational programs with an emphasis on college preparation, college and career counseling, and extracurricular enrichment activities.
POSITION TITLE: Manager of Personnel Human Resources Manager
REPORTS TO: Chief Education Officer
PRIMARY FUNCTION:
The Human Resources Manager is an integral part of the schools’ central office. Under the general direction of the Chief Education Officer and Business Administrator, the Human Resources Manager is responsible for the administration and coordination of classified and certificated functions of the Human Resources Division. The primary function of the role is to plan, organize, and direct a comprehensive human resources program, including recruitment, selection, classification, wage and salary administration, and employee relations.
QUALIFICATIONS:
- Master’s degree is preferred and a minimum of 2 years of related experience and/or training is required. Progressively responsible experience with administration and/or supervision in a school district setting; education and/or training in personnel related functions.
- Knowledge of: Principles, practices, and trends of public personnel administration, in such areas as evaluation of certificated and classified employees, recruitment, examination, classification, and wage and salary administration; related provisions of laws including the New Jersey Education Code; concepts of occupations found in school districts; effective counseling techniques and human relations. Operations of school district educational and administrative functions; principles, practices, and trends of public personnel administration; Federal, State, local statutes and Education Code provisions; all policies and laws which impact employer/employee relations; familiarity with numerous regulatory agency guidelines, content of collective bargaining agreements and approaches to collaboration; contract law; risk management principles; and organizational psychology.
- Advanced level of effective communication and technology skills.
- Required criminal background check and proof of U.S. citizenship or legal alien status.
ESSENTIAL FUNCTIONS:
Recruitment Functions
- Manages recruitment functions (e.g. development of application, advertising, social media platforms, policies, procedures, training) for the purpose of ensuring that selection procedures comply with applicable federal and state regulation.
- Develops and implements new talent recruitment initiatives and attends recruitment fairs.
- Establish and foster relationships with higher educational institutions within the State for the purpose of attracting potential teacher candidates.
- Leads and manages the onboarding process including conducting all contract meetings, for all new staff.
- Manages the employee background and fingerprint process for the purpose of ensuring the District is in compliance with applicable state regulation.
- Ensures that all staffing appointments and conditions of service are communicated effectively to the school’s Payroll and Benefits Specialist.
Human Resource Functions
- Plans, directs, and manages the human resources function for the district’s certificated and classified employees.
- Administers a wide variety of personnel policies and programs (e.g. orientation, contracts, compensation schedule, etc.) for the purpose of conforming to district policies, relevant laws, contracts and agreements.
- Manage all personnel actions, assignment, transfer, reassignment, promotion, demotion, and dismissal of personnel.
- Maintains and monitors position control for the District for the purpose of ensuring full time equivalency (FTE) allocation are within the District budget allocations.
- Provide specialized assistance in the handling of employee problems, legal matters, conflict resolution, suspension and termination.
- Investigates grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc.) and administers the process for the purpose of reaching resolutions that provide a healthy work environment.
- Manage and maintain a district-wide staffing profile in the staff management database.
- Manage and maintain the record-keeping for a system of performance evaluation for employees.
- Prepares the employee handbook and a wide variety of written materials (e.g. reports, memos, letters, policies, newsletter, district calendar, etc.) for the purpose of documenting activities, and ensuring accurate and timely communication of personnel related topics.
Compliance functions
- Administer all procedures and policies relative to both the classified and certificated personnel programs of the District in conformity with the requirements of appropriate Federal and State laws including the New Jersey Education Code, and local Board Policy.
- Interprets district policies, practices, and procedures to administrators, teachers, classified staff, and applicants for the purpose of ensuring that the school is in compliance with overall human resource practices.
- Serves as a resource person for information relative to the Education Code and legal regulations pertinent to personnel practices.
- Collaborates with Legal Advisor on areas that require legal interpretation.
- Conducts analyses, prepares and files district and state reports in a timely manner, seeking Board approval when appropriate.
Other
- Assists with development of the annual budgets for human resources and Employee-Employer Relations.
- Supports the Chief Education Officer in attending board meetings and prepares such reports for the board as requested.
- Any other functions as designated by the Chief Education Officer.

TERM OF EMPLOYMENT: 12-month, full time position

Skills:
