The University Budget Office is responsible for the strategic planning and institutional budget management for multiple funding sources including State Appropriations ($654M), Tuition and Fees ($387M), Facilities and Administrative (F&A) Revenue ($70M) and budget oversight and review of the $1B capital budget and Institutional Trust Funds. Our office provides financial information and analyses to university administrators, and assists university colleges and departments in the establishment, maintenance, and control of budgets.
Essential Job Duties
As the Assistant Budget Director, you will drive multi-year budget planning for all funding sources, providing insights and analysis to support executive decision-making and ensure alignment with the university’s strategic goals. This role is ideal for a proactive leader who can balance high-level financial strategy with technical expertise and impact the future of university funding and resource allocation.
Key Responsibilities include but aren’t limited to:
- Strategic Budget Planning: Lead the University Strategic Budget Initiative to manage and forecast multi-year budgets for all funding sources.
- Funding Analysis & Recommendations: Evaluate campus funding requests, prioritizing needs based on comprehensive analysis to advise university leadership on strategic funding decisions.
- Budget Requests: Assists in developing General Fund budget expansion requests leads the auxiliary budget development process and UNC System Office All-Funds Budget initiative.
- Legislative Compliance: Interprets proposed and enacted budget legislation, State Budget Act and UNC System Office (UNCSO) and Office of State Budget and Management (OSBM) official budget guidance.
- Tuition & Fee Coordination: Coordinates Campus Initiated Tuition and Student Fee Increase processes, preparing submissions for the Board of Trustees and UNC Board of Governors.
- Revenue Projection: Provide accurate future-year projections for Enrollment Change Funding Formula and tuition receipts.
- Technical Data Analysis: Utilize advanced data querying, transformation, and visualization to create budget dashboards and analyses for executive decision support.
- Leadership & Development: Supervise and develop a team of budget analysts, ensuring cross-training and optimal team resource allocation.
- Consultation & Support: Offer budget consultation and technical support to campus units, aiding in informed financial decisions.

Minimum Education and Experience
Requires a relevant post-Baccalaureate degree with a minimum of three (3) years or greater of related professional experience, or a relevant undergraduate degree and a minimum of five (5) years or greater of relevant experience may be substituted for the advanced degree.

Preferred Qualifications

- Demonstrated ability to lead and develop a team of professional staff members.
- Knowledge of UNC System Office (UNCSO) and Office of State Budget and Management (OSBM) guidelines.
