Summary of Position

This position is located at UNH Extension’s Merrimack County office in Boscawen, N.H.

The Extension field specialist for community and economic development in Merrimack County will provide educational outreach, technical assistance, community planning, and project implementation support that builds community and regional leaders’ capacity to implement effective strategies to grow and sustain the economy and strengthen communities. Areas of focus include, but are not limited to, local and regional economic development strategy development, cultivating entrepreneurial communities, Main Street/downtown revitalization, business retention and expansion, regional collaboration, leadership development, and stakeholder engagement in community plans and projects.

The community and economic development field specialist is supervised by the program team leader for community and economic development on matters related to performance and job responsibilities; developing effective external working relationships with clientele groups, other agencies, departments, and organizations; professional development; and planning and reporting. The field specialist will collaborate with staff across the community and economic development program team as well as other Extension program teams, including natural resources, health and well-being, 4-H youth development and education, and food and agriculture. This is a full-time, benefited position.

Other minimum qualifications

  • Master’s degree in a field such as community/economic development, tourism, recreation management, regional planning or a related discipline with at least two years of professional experience in community and economic development is highly preferred. A strong candidate with a bachelor’s degree in an appropriate discipline with at least three years of relevant experience may be considered if they are willing to obtain a master’s degree within seven years of hire.
  • Knowledge of effective community and economic development strategies and approaches
  • Experience collaborating with community and regional leaders on community development, economic development, recreation/tourism, and/or community/regional planning.
  • Demonstrated ability to convene stakeholders and facilitate community, organizational, or regional planning processes
  • Demonstrated ability to convey community and economic development principles and data to the public, community practitioners, businesses, and local government officials.
  • Ability to teach and communicate ideas effectively verbally, in writing, and through educational technology
  • Ability to work productively with indirect supervision
  • Ability to work collaboratively and take responsibility to help team efforts succeed
  • Strong interpersonal and problem-solving skills in a team setting
  • Ability to manage conflict
  • Demonstrated willingness to learn on an ongoing basis
  • Ability to adapt to changing programming and workplace priorities
  • Must have a valid driver’s license and be willing to travel for work. Mileage will be reimbursed at the current federal rate.
  • Availability to work some nights and weekends

Duty/Responsibility

Programming, planning and support

  • Collaborate on developing and implementing outreach programs and educational resources focused on building community leadership capacity and sustaining and growing local and regional economies.
  • Assist with, and lead implementation of, programs focused on community economic development, business retention and expansion, Main Street revitalization, tourism and outdoor recreation, entrepreneurial development, and workforce development in partnership with UNH Extension colleagues, statewide collaborators, and UNH resources.
  • Contribute to community and economic development efforts in Merrimack County and the region by providing planning, technical, and project assistance to communities, community development groups and regional coalitions.
  • Provide education and technical support to decision-makers regarding economic data and trends to inform decision-making (e.g., downtown market analysis, economic impact analysis, etc.).
  • Educate community and economic development practitioners, community leaders, and volunteers so they have the skills to implement effective economic development strategies.
  • Develop tools and information resources, including data, that support decision-making by community and regional decision-makers.
  • Ensure programmatic involvement of underserved and underrepresented audiences and that all educational programming is designed and conducted in full accordance with civil rights, Equal Employment Opportunity (EEO), Affirmative Action (AA) and Americans with Disabilities Act (ADA) policies and procedures.

Duty/Responsibility

Additional duties and responsibilities

  • Participate in program planning with the Community and Economic Development team and Community Leadership and Capacity Area of Expertise (AoE) team.
  • Engage diverse audiences in Merrimack County, including underserved and/or socioeconomically disadvantaged populations.
  • Provide timely data for UNH Cooperative Extension’s program evaluation and reporting.
  • Participate in staff meetings—including program team meetings, county staff meetings, and county advisory council meetings—as well as other program activities, as appropriate.
  • Keep accurate, complete, and timely work records and reports.
  • Travel within the state and to appropriate national conferences.
  • Develop and implement a professional development plan to maintain and enhance competence in appropriate subject areas and professional skills such as leadership, group process and facilitation, use of technology and instructional design.
  • When determined appropriate with supervisor and Extension administration, serve as the county office administrator (COA) of the Merrimack County Extension office. The COA develops and maintains relationships with county administrators, department heads, commissioners and delegation members, and is responsible for facility and equipment management, office budget management, and supervision of administrative assistants, interns and other part-time or temporary employees. COA job responsibilities usually account for 20% of the employee’s time. If the field specialist is appointed COA, their organizational support time is reduced during their COA service.
